I propagated the 20060904T0045Z change, which applied "in only
one of two place[s] affected", to the other place, marking the
duplication as a defect to be addressed later. See ChangeLog
for 20070124T0341Z.

A year after the original submission, no MinGW gcc-4.x release
seems imminent, so I've added a conditional workaround, which
is now ready to test, in only one of two placed affected. See
'ChangeLog' for 20060904T0045Z .

Negative numbers with exactly three, six, etc. digits to the left
of the decimal point are formatted with a superfluous comma, e.g.,
"-,100.00%". This often happens with large negative IRRs.

This is a gcc defect
and was fixed in gcc-4.0.1 . It remains a problem for msw because
mingw.org has not yet released gcc version 4.
