Is it possible this is a problem with your filesystem?  I don't understand the following lines:

The directory has read and execute permissions for the user, so that means that 'ls' should be able to list the files in the directory.  The fact that 'ls' says there are no files yet 'oem.htm' seems to be in the directory looks like a bug in your filesystem.

Also 'ls' returns an "Input/output error", not a permission error.  Input/output errors usually mean a hardware or filesystem problem.

I'm closing the bug, but reopen if you still think it's an rdiff-backup problem.

I forgot to mention that I tried both 1.0.3 and 1.1.4.

Both versions have the problem

I am a new user to rdiff-backup and believe I have found a bug.
My apologies if I am mistaken.

I found the problem by archiving a windows XP partition then asking    
rdiff-backup to identify differences between the archive and the         
current partition. It reported many differences.

It was easy to simplify the problem to one file and directory combination.

I believe that it is caused by a bizarre combination of permissions set for the file and directory. I describe it more in
the attached file as it is much easier to explain if I  can control the word wrap of the bugreport.
