this works fine on linux with a timeval struct. However windows is hoping to receive a DWORD value in milliseconds. Being a struct it ends up receiving a DWORD value as far as I can tell but in seconds. However to be 100% accurate should probably be sending it a DWORD value to avoid unpredictable behavior.
