After thinking, old files is bit different.
If i have downloaded file a month ago, i might want to download it again but if i have it in list of uncommited files i want download command to be ignored.

There is a check for double download in ed2k and bt.
In filetp and can add same url twice and get it downloaded twice. I would like to see an option to prevent it.
