Preparing for next release

The current CVS version has been named "CERTI 3.1beta1" and is available in the download directory ("Files" menu). No new features are expected in this branch. Only security, portability and HLA-compliance (on existing services) patches should be applied. Supported platforms for this release are GNU/Linux, Solaris and Windows/Cygwin -- it's currently broken with Solaris/CC.
