GChemPaint 0.8.3 released.

This is a maintainance release. Fixed issues are:

install themes in the right directory [#20615].
chain drawing tool can start chains again [#20664].
don't load themes backups [#20705].
fix changing the element using the keyboard [#20706].
fixed various issues (see ChangeLog for details).
