Using "options network" i discovered another option, "client_bind_addr", which was set to "0.0.0.0". When set to "83.222.4.119", it works.
This option isn t visible from the usual HTTP options interface! Either make it visible (maybe from the BitTorrent plugin section of the interface) or fix "client_ip".

client_ip is not meant to choose which network interface to bind
to, the *_bind_addr options have to be used for that, as you
already find out.
You are right, client_bind_addr is missing from HTML, Options menu.
The attached patch adds this.
