Since months a underground work has been done to port the internals of linphone to windows.
Today a first pre-release of linphone running on windows with video support has been uploaded into the download page:

This windows port has a new graphical interface called linphone-wx based on wxwidgets toolkit. It is under construction and not all features are yet available.

Unfortunataly 1.0.0 had a little bug (!).
1.0.x is a major release and provides many new features !

The most visible feature of this new release is the support of sending DTMFs through RTP (RFC2833). On the backend, the sip part has been largely improved.
