It almost works.  Text after the magic data line but before the attachment was deleted from the Web comment.

Here's what the message looks like with mutt in my sent folder.

Note the "Replying with attachment." line.

I seem to be getting the "duplicate" mails again, which is good, because now I can reply to the ones that have the boilerplate, and the Reply-To: header is set appropriately.

Maybe I only imagined a problem earlier??

This is hard for me to test now, as I've since become an administrator of the groff mailing lists, and Savannah emails get de-duplicated when sent to me.

I actually like that, but it would be nice if the appropriate email address appeared in the body of the message.

Example:

To reply to this notification, you have two options:
* In the Web UI at <https://savannah.gnu.org/bugs/?66410>.
* By email, to <whatever-savannah-private@gnu.org>,
  ONLY IF you sign your email with a GPG key registered
  in your Savannah account AND you include the following line
  in the reply:

  {savane: user = 108747; tracker = bugs; item = 66410}
