Probably you are right, copyright notices are not needed
in the case of CC0; however, the original copyright holders
still should be listed:

It is also recommended to provide the text of CC0 in the tarball.

Regarding the rest, it looks like
CC use "author" in the sense of "copyright holder"
("2. Author  - Who owns the material"), and their licenses admit
that the work may not be accompanied with copyright notice.

Still I think you should write down notices for the GPL'd
sounds/hurt.wav as the GPL HowTo recommends
(the name of the copyright holder seems
Matthias Braun <matze@braunis.de>, the copyright year can be figured out
from the year when the file was released).

I don't think I can assert a copyright notice for these files. I have no idea when they were copyrighted, and the original authors did not include a copyright notice. Can you please give me an example of what you want me to do? Is indicating in that blurb at the top that "author" means "copyright holder" sufficient? In other words, changing it to this:

Yes, it's not a copyright statement, but the file is in the public domain and this statement is a declaration of that.

Files in data/ directory lack valid copyright notices (please note that it's copyright holders that should be listed, not authors).

README.txt also has no copyright notice.

Could you fix that?

Description:

Tangomon is an educational Pokemon-style battle game. You use "tangoji" (arbitrary words with an associated hint) which you define to motivate your Tangomon to attack and defend. When you have mastered a tangoji, you convert it into a "tangoball" which can be used to win over other Tangomon. The focus of the game is on learning things like vocabulary (hence the name; "tango" is Japanese for "vocabulary"), but it can also be used to memorize anything else.

Currently tested with the absolute latest versions of the SGE and xSGE (from the repositories). Some bugs have been fixed recently in those, so it won't quite work right with the releases of these.
