All used licenses should be present in the tarball.

Do you mean that I have to include a copy of CC0 in the project repository,
just because it is used by the CC-BY license, but not used by any files from
the project itself?

One of the reasons to choose a CC license is that it is less cumbersome to use.
It is not required to distribute a full copy of the license.

I understand that it is Savannah's hosting requirement to include a copy of the
licenses used, however, including the full-text copy of both the license and
CC0 does not appear to be an ideal way to use CC licenses.

In that case, I might as well change the license to FDL.  Here is the latest

Description:

ARIF is an input method framework for GNU Readline.

The primary goal of ARIF is to provide a lightweight, portable input method
framework that works on any software that uses GNU Readline as its line editor.
In the future, other line editors (e.g. tecla) may be supported.

It can be especially useful when GUI is not available (thus we can't use modern
input method frameworks like IBus or Fcitx), but still wants to use an IME for
CLI programs.

2. (optional) Rime IME core library <https://github.com/rime/librime>,
   3-Clause BSD License

Current status:
- Core features are implemented, but still requires more testing
- The example library that provides Rime IME support is yet to be implemented
