We may implement Optimistic Time Handling which implies
a way to ask user to UNDO what has already been done
in case of error.

There is two issues:

 • we need to discover we did something wrong

(delivery of message in the past?)

 • undo action which should not have occured

 in order to enforce causality
 (cancellation messages)

Concerned Services API:

retract (EventRetractionHandle)
requestRetraction
flushQueueRequest (const FedTime &)

last service may interfer with

tick
