ie, "contributions" would be defined how, more precisely?
"contribution (work of author)" can still be anything.
btw, i wasn't criticizing the sentence but wondering if there were more specific guidelines to qualify/disqualify an entity.
Note: Neal commented that almost any entity would initially get approved its vote right due to the lack of such guidelines to qualify/disqualify. That is something that could be improved. However the time in which such guidelines has been needed has not arrived yet.
