You seem to have two copies of GNU GPLv3 in a single COPYING file.  One verbatim copy is enough.  You may correct this after approval. ;-)

This was just a recommendation--not a requirement.  No, we normally don't review code after the project was approved.  Our mission is to teach people about good software licensing practice, not enforce them.

Description:

Chestnut is a family of statistics, data mining, machine learning, and numerical toolkits for the Python/numpy environment. When Chestnut functionality overlaps with MATLAB, a MATLAB-like Python API will be provided to enable easy migration to a free environment. Low-level implementations will be in C or C++ for speed.
