This is supported by OCitySMap2 and the new map request form. The user experience needs to be improved a bit (style preview thumbnail, etc), but the functionality is here.

Styles will be predefined, and user supplied, but by prior contribution that the team approves. Indeed, Mapnik stylesheets contain SQL queries so it's rather unsafe to allow users to upload and use their own without validating it first.

Absolutely.

Some of the new features we want to add (like map ratio/paper size selection, etc) will require that we "reinvent" the map request form. When we come to this, we'll of course make sure we take into account CSS map styling and a way for the user to select from different styles or provide his own.

I'm indeed pretty sure that people get much more used to produce CSS than Mapnik's XML stylesheets. Anyway, I think that the user interface to let the user customize his map is still to be discussed ;

This ticket should be extended to cover the generic topic of « let the user specify an alternate render file », be it a predefined file or a user-provided file.
