This is probably due to bad $TERM value, please check FAQ here:
http://weechat.org/files/doc/weechat_faq.en.html#bars_background
If you think your $TERM is correct and you still have problem, then please open another bug and give detail about your installation ($TERM, screen/tmux?, OS and version, ..)

With correctly set $TERM (set to xterm), the background color of some bars still disappears.
This happens in other terminals than xterm, such as gnome-terminal or ROXterm.
Sometimes, the statusbar becomes thinner, and a small gap between the last item and the clear space appears.
After redrawing the screen, the bar turns back to normal.
But only till some new text is to be displayed. Then, the bar gets thinner, or disappears completely. When I mark that line with the mouse, it disappears instantly.
Those are my current settings:
weechat.bar.status.items = " time,| buffer_count,| buffer_plugin,| buffer_filter,(lag),| hotlist,| completion,scroll"
weechat.bar.title.items = " buffer_number+:+buffer_name+[buffer_nicklist_count],buffer_title"
This seems to happen after some items more often than than after some other items. "buffer_plugin" and "buffer_hotlist" are common items, where the background is displayed incorrectly.
Note in the attached file, that the statusbar is slightly thinner after the last text. Also, there's a tiny gap between the text and the clear section of the bar.
If one would mark that line with the mouse, the bar would disappear.
