Only as a bruteforce fallback idea. But I think there needs to be an OCR in the first place :D

Idea:
Using combination of Pango and OCR to convert from one encoding to other
Example:
Render nudi encoded text to png file using Pango (tell pango to use Nudi font)
Then pass the image to OCR for getting unicode text from the images
