Hi,
it's not a bug nor a feature :-) . It's simply how rules work. Rules only work on single files, not on directories. Maybe I have to add some sentences to the documentation ...

If you want to exclude whole directories from the backup, you can use option exceptDirs (with wildcards). You may combine this with option includeDirs and / or followLinks to only select wanted directires.
Finally, you can exclude files with rules, maybe supported by rule function(s) MARK_DIR or MARK_DIR_REC.

Not sure if this is a bug for feature. When using a configuration where:
exceptRule= '$file =~ m#/do_not_backup/#'

If do_not_backup has sub-directories, the sub-directories (and the do_not_backup directory itself) are created in the backup. The files in those directories are not copied, but the directory structure exists.

This was confusing for us at first, and we are not sure if this is a bug or a feature.
