Works for me on GNUstep with separate panel.
Test:
1. Select Mailbox X
2. scroll messages with arrows
3. Select Maibox Y
3. scroll messages in new mailboxes (start is e.g. first message or last unread)

If I click a mailbox in the Mailboxes window, I expect to continue working on the content of this mailbox, i.e. the messages. Instead, any actions like pressing Up/Down keys or shortcuts like "Select all" target the Mailboxes window again.

It would be ok if I was moving through the Mailboxes window by keyboard, but if I click on a mailbox, the expectation is different. Any other mail programs I have used (Apple Mail, Outlook, Mozilla) handle it that way.
