Until gpsd detects the device, gpsctl will busy loop waiting for the device.

In my scenario, I have no GNSS device attached. gpsd is started with this command:
$ gpsd -D 5 -n -N /dev/ttymxc5

gpsctl will now hang and busy loop when I query the device (leaving out the 'T' argument makes no difference):
$ gpsctl -T 5

The attached patch is my suggested fix.
