For consistency, ibd-judge reiterates an NF_DROP judgment for IPQBDB_RECENT_DROP_TIME seconds, without tossing.  That behavior was provided to defeat automatic retries.  However, it turns out it can have nasty consequences if the remote host never gives up.

What happened: a user flunked login one year ago.  Even with a low probability (0.41%) the connection happened to be dropped.  Connection attempts went on at 17000+ times per second, totaling 90000+ times at the end of day.

The solution consists of a 32-bit counter to enforce a maximum of repetition without toss.
