The Panasonic Toughbook series uses a Sony GXB5005 module for on-board GPS. If I read from /dev/ttyS2 before GPSD accesses it, it will output sentences, but after GPSD starts, the serial port goes silent until the computer is physically powered off (reboot does not revive it). I'm attaching a log of gpsctl since that looked useful.

I'm able to work around with broken-device safety mode, but I'm not getting a Cooked TPV value for time or position, which is obviously not ideal.
