bug #63585: Mails might be lost when the maildrop file format is illegal by the inc command

The inc command makes the user's maildrop zeroed in default.
If the maildrop file contains an illegal format file (^From something),
the inc command stops and make the maildrop zeroed in default.
Please see an example of an illegal format maildrop file in the attachement.

I think that it is not a bug, but I hope that the inc command does
not make the file zeroed in such a case.
