Behaviour is a bit strange. For now, after restart following cursor when zoomed in, is working again. Sounds like some graphical glitches still exist and it is worth to investigate.

Currently when zoomed in, follow mouse cursor not working. Using ALT-key to hold while zooming. This means, when zoomed in and moving mouse cursor, following mouse cursor movements does not work.

Using xbindkeys v1.8.7 under Arch Linux based EndeavourOS with KDE Plasma 6.0.3 desktop with Qt 6.6.2 on X11 display server.
GPU: nVidia Quadro M2000M/PCIe/SSE2

~/.xbindkeysrc contains:
# Zoom in
"qdbus6 org.kde.kglobalaccel /component/kwin invokeShortcut "view_zoom_in""
m:0x18 + c:64 + b:4

# Zoom out
"qdbus6 org.kde.kglobalaccel /component/kwin invokeShortcut "view_zoom_out""
