Corresponding source code
resgen does not properly handle xml tags like &. M$ dotnet XML resource files require &File instead of &File.
When you take this .resx resource file and process it through resgen, you still get &File instead of the properly converted &File.
I have attached my current Strings.resx for use. Resource name "New" "File" "Open" "Save" are all usable examples.
Reproducable simply by:
resgen -T Strings.resx Strings.txt
