ortp uses ortp_random % (1000). This introduces a modulo bias which makes it less random.

MAC OS X, iOS, Linux (with libbsd), FreeBSD and OpenBSD have an API known as arc4random_uniform() which solves the modulo bias problem.

Support that if available else fallback.
