We have a policy of only hosting GPL-compatible software on Savannah (to say nothing of proprietary one).  At the same time, we have to rely on the admins of every package to effectively implement it: we can provide them little help with that.  When they have no adequate skills, experience or commitment to do that job, approving the package would mean dropping our hosting requirements.

No strong reasons I can think of. Do I upload the new version minus the proprietary code?

Are there any strong reasons why you shan't include other GPL-incompatible code if your package is approved on Savannah?

I have removed the proprietary code of "Language Implementation Patterns" from redB source.

This code is proprietary.  You can't use it in a GPL-compatible software package.
