To be precise, I'd like to see a tarball with legal notices-related issues resolved. Relicensing means distributing under substantially different terms. As a side note, "content" when used as a noun disparages the work it refers to; I hope you disagree with such attitude.

There are no hard time limits, but I'm an awful teacher. I can do little but point to our documentation (which is I've already done) and check if your tarball complies.
I am definitely still interested. I have serious mental health issues, and it can take me some months or years to do each small step, but I am on this. I have been thinking of it for years, wanting to use gpl infrastructure to engage machine learning, but never finding any. I understand you need a tarball with relicensed content. I am really satisfied to learn this next step from you. What kind of time frame for responses is workable for you? I want to reach out to the original dev to check in, as well. I have a small number of bugfixes at https://github.com/xloem/gneuralknockoff . I am sad to use github for now rather than gnu-supported infrastructure. I’m experiencing psychological blocking and am dissociating from this for a few weeks, planning to rediscover it by happenstance from a different state of mind, but if timeliness is important here I can push through at the cost of other things in my life. Maybe I will.

You are going to make a fork, but the tarball you provided comes from the decommissioned package, and it has a different license. Could you prepare a tarball with this issue fixed (by the way, please make sure that all copyrightable files in your tarball have valid copyright and license notices.)

A fork of Gneural Network that, unlike the web pages I see for Gneural Network, is not decommissioned and could potentially accept improvements. I would hope to make a modular library of neural network components capable of training and inference of modern machine learning models like those in the news. I'm severely mentally disabled, so this is just a bit of a beacon of hope, rather than a plan to reach completion. I do have experience working with modern machine learning models.
