No.  The recommended way to handle the FDL is to include it in the document itself, like this:

(You can get fdl.texi from gnu.org/licenses/fdl.html, as
mentioned.)  This is because people who read the manual, not just those who look at the source, should be able to see the license.

Sorry I neglected to mention this when I worked with Jean Michel on the package.

The COPYING file is nearly universally reserved for the GPL (whichever version is needed), and that's a good convention to stick to.

If I remember correctly, you have licensed the programs code under GPL but the manual under GFDL. You should distribute the verbatim text of every license you use in your project.

Good places I recommend would be either a file called LICENSE in the /doc directory or you put it in the main directory as well. So you would have GPLv3.COPYING and GFDLv1_3.COPYING or similar in the main dir.

Description:

Dionysus is a GNU package for scientific constants and engineering parameters.

Dionysus is written in Tcl and makes queries into an external ASCII file that contains the values in a syntax readable by a human being. So a user can create very easily a new ASCII DB and/or add new values.

Dionysus is also very useful if one wants to know the value of well-known constants saved in the databases deployed in dionysus distributions.

The code requires Tcl installed on the machine.
