Fuse bytes are partially processed, only, but it should be enough to run MCU using internal clock source. Other parts of initialization are postponed for further development (when MCU will be able to use external oscillators/resonators in its electrical scheme).

Simulated instance of the MCU could contain several initialization steps. Settings correct fuse and lock bits are among them.
