The Orinoco driver cannot scan for networks unless it has been previously 'ifconfig (device) up.' In this case, it just returns nothing at all. While this bug sounds trivial it is a big problem for many Linux distributions because of their automated network activation schemes, which are sometimes difficult to modify. While I can add a preup command in Gentoo so that I the device can properly scan for networks, this is unfortunately less of a possibility in other Linux installs.

It would be very useful for users out there were the driver to have the ability to perform a 'iwlist (device) scanning' without having previously turned on the device.
