Actually, it is not only the $date...$ cvs macro, but all other cvs macros.

Using tortoise CVS, it is even worse, as both Access and Modify time showed by the stat command are 12 minutes in the future

The problem occurs when:
- a file is under cvs (1.11.17 cygwin) control
- this file contains the $Date: ... $ macro

After making changes with the file using any text editor, the stat command gives the following output. The "Modify" time after the commit is 12 minutes in the future.
