I see the same after 4+ years. Is it fixed at least in Hg?
I'd also rose the Severity.

for(int n=0; n<IntBuildingType::NB_BUILDING; ++n)
n is used to index defaultFlagRadius[n] which is of size 3 while NB_BUILDING is 13
It used to work well on my old PC and new one reveals this issue by flooding preferences.txt with
defaultFlagRadius[0]=10
defaultFlagRadius[1]=4
defaultFlagRadius[2]=3
defaultFlagRadius[3]=16
defaultFlagRadius[4]=120
defaultFlagRadius[5]=3
defaultFlagRadius[6]=3550
defaultFlagRadius[7]=1300
defaultFlagRadius[8]=300
defaultFlagRadius[9]=150
defaultFlagRadius[10]=1
defaultFlagRadius[11]=1
defaultFlagRadius[12]=1277177120
defaultFlagRadius[13]=6525840
defaultFlagRadius[14]=0
defaultFlagRadius[15]=10497472
defaultFlagRadius[16]=0
defaultFlagRadius[17]=10497880
... etc
until program is crashed
