The more I think about this idea, the less I like it.  First, it will almost certainly increase the "CVS doesn't work with make" complaints on info-cvs & bug-cvs, regardless of its status as a command line option.  Second, anyone who really wants this functionality and really knows what they are doing should be able to work around the issue by blowing away their old directories and checking out or exporting again.

I would at the very least like to hear a few use case justifications or I am going to close this issue as "Wont Do" in a week or three.

- Some folks desire an option to 'cvs update' to make the
time of the updated file be the commit timestamp rather
    than the update timestamp.

From https://ccvs.cvshome.org/issues/show_bug.cgi?id=150:

I would like to see a command line option for
cvs update to preserve the timestamp of the file
(s) from the repository.  In the newsgroups,
many have asked how to do this, but it is
apparently not possible with the current cvs
binaries.

Contrary to what many on the newsgroups seem to
believe, people do use CVS for more than just
building projects.  The default behavior of
applying the current time (when the update is
requested) to updated files is good for building
a project with make/Ant, but not so good for
documents and other special cases.  For such
cases it would be preferable to see the files
with their timestamps as of when they were last
committed to CVS.  Particularly with binary
files like MS Word docs, this would make it
easier to tell if a file is different (although
even this is not foolproof).

By all means, please submit a patch including a ChangeLog entry,
sanity.sh test cases, and documentation in doc/cvs.texinfo, as per the
instructions in the HACKING file!
