I've slightly improved the way to run the cvs
command, this should work on windows too
if an appropriate "cvs" command is found.
The new way to do it support make patch
even if one builds out of source.

We may improve the CreatePatchCVS.cmake script
in order to check whether we are effectively using
a CVS enabled source tree and send warning message
if not etc...
