I have managed to implement most of the custom prestige settings however I was never fully able to sync the prestige settings within the session for network games. To prevent errors custom prestige is disabled for netgames and still uses old prestige.

Generally the prestige level is so high as to be unattainable however lowering it can easily unbalance the game especially depending on the map design itself. If the prestige level was something configured when the game itself was set up then it could be better customized to "civilization building" campaign scenarios where the object is to build up higher and faster then the opponent rather then focusing armies.
