can be compiled and used without l3build too. It would need

Description:

The LaTeX package TIPA uses the T3 encoding for producing IPA characters. The package is widely used in the field of linguistics, but because of the old encoding, the output documents are less productive than Unicode-based documents.

This package redefines most of the TIPA-commands for outputting Unicode characters. Users can now use their beloved TIPA shortcuts with the benefits of Unicode, i.e. searchability, copy-pasting, changing the font and many more.

As this package needs the fontspec package for loading an IPA font, it needs to be compiled with XeLaTeX or LuaLaTeX.

This package can also be viewed as an ASCII-based input method for producing IPA characters in Unicode.

It needs the Charis SIL font for printing IPA characters.


Other Software Required:

Prerequisites: 2020+ TeX distribution which can be
downloaded from: https://www.tug.org/texlive/acquire.html

The entire TeX distribution doesn't have a license, but TeX
Live (as a policy: https://www.tug.org/texlive/copying.html)
only accepts free software, but there is no single copyright
holder for the entire distribution. For copying conditions
of this distribution, please refer to this:

After running `l3build install` in tipauni/tipauni, the
package gets installed. So one can run my program with the
XeLaTeX engine or LuaLaTeX engine which are both
GPLv2-licensed. So nothing in this package depends on any
non-free software.
