This has been addressed in CVS commit at 2009-03-30 11:35 (see the comment #5 for bug #23890). Now user can't add tag (focus) to a translation, they should follow the "the original" link and add tag there.

The proposed solution contradicts the current design of translations. If translation is handled equally to the original, this adds to user confusion at the cost of considerable complexity of the code. To avoid this confusion, translations should be explicitly second-class objects distinct from the original.

Translation page should state at the very beginning that this is only a translation, and that the original with all associated focuses and comments is found elsewhere, and should not allow to add focuses, comments, etc. The plan is to replace the current representation of translation as a "reply with a special focus" with its own RDF property, which will make it much easier to keep the distinction between translations, the original, replies, etc.

All this also applies to bug #23890.

PROBLEM: Adding a focus to a translation causes independent parallel decision-making regarding the importance of an article in different languages. This is opposed to the idea of trying to help people converge and learn from each other across the language barrier.

SUGGESTED PATCH: Version 0.1: add another focus uses the original (parent) for a link instead of the translation. A possible drawback is that after making the link, the user may be surprised to end up at the original instead of the translation.

COMMENTS: Maybe "Add another focus" should become "Add another focus to the original" or "Add another focus to the parent" in this case?

The patch has two hunks - the 2nd hunk assumes that the calendar patch has been applied: https://savannah.nongnu.org/patch/?5883, so it should fail if that calendar patch has not been applied. This is not a problem.
