One consideration is to easily move many stacks. The number of stacks can really pile up at the end-stages of a game, and some people just never get the hang of using the buttons to manage their stacks. So they end up wanting a quicker way to manage all of their stacks.

The old task to make this happen was:

Change the click sequences that require the user to click next to the thing they want to attack.

E.g. to attack a city, you can't just select a stack and then click on an enemy city.

The game makes you click next to the city, and then later on once you've arrived -- then you can click on the city to attack.

This is difficult for new users to understand.
